By 1862, Kentucky, Tennessee, and Missouri (actually early 1861) had no state government of any consequence. Each of these states were "officially" declared Union, Confederate, or neutral and the declarations did not mean anything. Arkansas could argueably be placed in that category. These states, along with Maryland and Virginia had a civil war AND a War of Northern Aggression simultaneously. This could be a precursor for the current war of political stance between the Red States and Blue States. Sitting on the fence then and now is more dangerous than taking sides.
