What were the United States FEDERAL Laws at that period of time regarding the reclaimation of runaway property? Were these blacks actually "FREE"? Or where they just north of the Mason-Dixon border line?

To be legally Free a black had to have manumission papers attesting to his "Free" status. Emancipation was not manumission, because an emancipated slave was still a runaway slave to the southern Army.
