Re: 14th Amendment and the Dept Ceiling

That clause in the 14th Amendment was written to ensure the repayment of the debt incurred by Lincoln and the U.S. Government during the war. There were some in Congress that feared that such outstanding debts would not be paid by Congress, if the radical Republicans were to lose power. It had nothing to do with the power of the President to circumvent the power of Congress. It simply directs the President to pay the debt first.
