Indeed, this is more hard evidence that Lincoln viewed slaves as chattel. Just as horses, cattle, and inanimate objects that might be used to support the Confederate government were confiscated, so were black people. That is why the EP only applied to slaves owned by Confederates and why Lincoln had no shame about destroying civilian owned property.
