Who among us can resist the might and the power of the Federal Government in 1866, or 2011?

After 150 years of living in the Cherokee nation why have these blacks not assimulated if others blacks have? While the United States may have had the right to grant United States citizenship to those Blacks in 1866 under the 13th Amendment, did it have the right under treaty to grant those Blacks Cherokee citizenship at the same time? Or was it like everything else foisted upon the Southern People in the name of retaliation during the reconstrution era?
