I'd think that a possibility. He was caught betwixt and between. Comparing Anderson to some other Union officers, I'd say he was given the latrine detail and was only capable of KP. It's sort of an oxymoron but he was an officer who did not want to wage war. At least, not against what he considered fellow countrymen.
