On this date 150 years ago, General Winfield Scott voluntarily relinquished his post as General-in-Chief of the United States Army. Scott's decision allowed 34-year-old General George B. McClellan to assume control of the army.

In western Virginia, near Gauley Bridge and Cotton Hill, Confederates attacked General Rosecran's troops. The rebel force, under the command of General John Floyd, clashed with Federals for three days but ultimately withdrew without achieving success.

General Fremont, in Missouri, communicated with General Price's messengers, and agreed to exchange prisoners. This decision was made without Lincoln's authorization and the President later abrogated the arrangement.

Off Cape Hatteras, North Carolina, a storm scattered the Port Royal expedition ships, leaving a badly damaged fleet to make it's way to it's destination as best it can. The USS "Sabine" was lost in the heavy weather, but the marines aboard escaped to safety before the vessel went down.
