Hmmm, thinking of a third term? He had to know it would be 'disapproved'. It could have been an effort to appease those who had been loyal. It also could have been a type of 'incentive' to keep planters planting because with the slaves being freed, there was a really big question about how the large producing farms would be able to continue. Sort of a 'stimulus'. We know how well that stuff works. :-(
