Pam, another point to consider was the post-Civil War economy of the Southern States. I'm not a student of economics, but it's hard to imagine that the South ever contributed as much to gross national product as it did before the war. Anyone with any imagination had to understand that prosperity would be a long time coming to any of the former Confederate states. No reason to count on tax revenues rolling in from south of the Mason-Dixon line!
