Queen's Victoria's proclamation actually was implemented on Nov. 12, 1861. The post is misleading. The proclamation only prohibited materials needed in the making of gunpowder. It also did not specify exports to the United States or America in general. It barred exports of gunpowder and materials to make gunpowder from leaving Great Britain. This was done several times prior, in 1854 and during the late 1700s. Lead was allowed to be exported.
