On this date 150 years ago, the United States Congress considered several bills which would abolish slavery, particularly in the territory "in rebellion". The Secretary of War reported that the regular army had 20,334 men, and volunteeers totaled 640,637. Naval Secretary Gideon Welles showed that the Federal Navy tallied 22,000 sailors and marines.
