Senators from Deep South states could have kept discussion open on this bill forever. It would have never come up for passage, as Congressman Moore well knew. However, senators like Jefferson Davis had given their farewell speeches and gone home. Secession allowed passage of this bill and others like it.

If opposition to protective tariffs was an article of faith for Southern Rights Democrats, it would have been included in the Alabama Platform posted earlier today. It would also have been used to pursuade delegates to vote in favor of immediate secession. The issue appears to have been raised in the Georgia convention, but certainly not in Alabama.

There were more important matters to debate and decide.
