You have shown one of the many military texts describing the manufacture of blue light; it is British, but the American recipes and manufacture methods are much the same. Note that many different recipes and names existed for pyrotechnic signals. They originally were meant to burn with a blue color, and you can find early recipes with ingredients meant to impart such color. By the time of our Civil War, the US had abandoned any pretension to a blue color, but retained the generic name "blue light." As the videos of my experiments with blue light attest, the flame is an intense white, without any blue color. Bengal Light, Chinese Light, Bengal Fire, etc are all synonyms for blue light, and will vary in composition depending upon the era, and custom of the country. For our purposes in the Civil War, consult the Ordnance Manual for Use of the Officers of the United States, available online, to see the blue light recipe which was used at that time. Period manuals show that blue light was packed either in the hemispheric wooden cups, or in a paper case. The advantage of the latter is that the case can be cut to length, to vary the duration of the signal.
