OUR WASHINGTON DISPATCHES.

WASHINGTON, Friday, Dec. 21.

The TIMES dispatch stating that if the Forts at Charleston should be attacked, they would be surrendered under the orders of the Government, created a good deal of interest here. That such orders have been issued cannot, of course, be positively known, -- but I have a good grounds for believing that they have, and I am quite willing to rely upon the event to bear me out.

I understand that the Arsenal in which arms and munitions of war are stored at Charleston belongs to the city and is never held by the Federal Government. It is possible, therefore, that the arms returned by Maj. ANDERSON, as stated yesterday, may have been the property of the city, and removed by mistake.
