Thomas L Connelly, Autumn of Glory: The Army of Tennessee, 1862-185, makes frequent reference to decisions in Richmond which severely limited operational capacity of Bragg's army. A military command without enough forage, rations, wagons and horses cannot move or fight; not for long, anyway.

More than that, Southern political leaders failed to negotiate an end to the war. Confederate military commanders like Robert E Lee, Joseph E Johnston, Richard Taylor and E Kirby Smith had to make their own agreements.
