My take on it was the Union navy never wanted to challenge the Virginia on its own terms again. The loss of Buchanan to his wound had a part in it too. Buchanan was a very agressive fighter and without him to command the Virginai the Confederates in charge were satisfied at keeping the enemy at bay.
