The source is in fact "The Civil War Day By Day."

Thank you very much for the additional information and clarfication. It seems quotes taken out of context are the norm even today.

As Pam said, Lincoln was a very accomplished politician, and as such often made statements that were ambiguous intentionally. This quote seems to indicate that his position compensated emancipation was pliable depending on how the idea was received in the "Districts".
