But, in reality, there were probably 40,000 foreign born Union troops with 80% of them arriving after 1861 (ok, that is exaggeration). The amount of imported cannon fodder for the Union in the War has been grossly under-estimated. And I might be mistaken, but I believe that U.S. policy violated the soveriegnty (and laws) of several countries, primarily Britain and Germany. Not fun.
