There is a pattern I'm finding. Everytime Captain Seymour goes into Charleston he meets an angry mob. Everytime Captain Foster goes into town- he meets only friendly persons who are indifferent to him and his duties. Captian Seymour seems to be a good friend of Doubleday. After Major Anderson shows up, Anderson admits he is taking Seymour and Doubledays advice and opinions in reference to the people of Charleston.

Captain Foster is not under Colonel Gardner or Major Anderson's command- he is on detached duty from West Point and directly reports to the Commanding Officer of the Corps of Engineers. Captain Foster is also the officer in charge of Forts Sumter and Castle Pinckney, not Colonel Gardner or Major Anderson. When Lieutenant J. C. Davis, of Major Anderson's command, is borrowed by Captain Foster to oversee the work at Castle Pinckney- Lieutenant Davis has to report directly to Captain Foster, not Major Anderson.

So, Captain of Engineers Foster, an independent officer, would not be influenced by anyone from the Fort Moultrie garrison. His reports to Washington go to Engineering, Anderson's to the Secretary of War. Both send out reports on the same days and their reports are different in relation to the people of Charleston up until Dec. 2 when Foster tells Anderson that he does not think the people of Charleston are going to bother them. Anderson takes that to heart...for the moment.

Humphreys boss thinks he has done a great job and on November 20, 1860- Brevet-Colonel Benjamin Huger, reports by message to Col. H. K. Craig, Ordnance Department, in obedience to the instructions of the War Department, has come to and assumed command of the Charleston Arsenal. Reports military storekeeper F. C. Humphrey was responsible for pacifying earlier excitement concerning the arsenal, and suggests he receive a commendation.
