The early scouting or snooping reports that went to Lincoln on the forts on the coast were sort of odd. These were before any actions had been taken that could be considered hostile. It seems to me the people who reported directly to Lincoln were giving logistics and they were expecting action. They were expecting war. The reports to others, not so hostile and not as if they were preparing for anything.
When Mallory and Yulee asked for specific numbers of men at the forts and the count of guns and ammo they were denied. This was before April, '61.It's looking more and more like there were some plants in Lincoln's corner who were trying to stir the pot and it seems as if they did a good job of it.
