"Humane Rules"??? Bug Snot. This thing was drafted to go into effect in early 1863? Did the Union officers have this little pocket book in hand by 1864? We know they had access to mail, wire, delivery of information by that time. Seems to me they had a different definition of "Humane". The Roswell Women and The Immortal Six Hundred were way after that but it looks like that stuff was considered "humane". Not to mention the POW camps that they ran like Nazi's. It's like beauty, all in the eye of the beholder or in this case, the order giver. Seems like the Yanks are still trying to whitewash everything.
