When you are talking about restitution, "return(ing) things back to its original state" , To do that would you not have to return persons of African decent back to their ancestors place of origins? Would Restitution not be the same as Lincoln's recolonization program since you claim that being given Citizenship under the 14th Amendment is not the same as Restitution?
