retaliation act of 1865 and the Lincoln movie

Unless I'm wrong and I have been known to be many times the most interesting part of the movie "Lincoln" was the not mentioned.
Senate Resolution S.R. 97, January 26, 1865. For those who have chosen not to see the movie it was about the 13th Amendment
and Lincoln's determination to have it passed. But not all shared Lincoln's vision. Even the radical republicans were not all on board. According to the movie, Lincoln hired men to influence the Congressmen and politicans with jobs money favors etc. In that respect I thought it took the halo off of Lincoln's head and made him into a real politican and human being. It is of my opinion that the radical republicans also wanted something for their votes for the 13th Amendment. What they wanted was a war retaliation act for the treatment of Federal prisoners during the War especially Andersonville. I find it truly amazing the the War retaliation act was passed on January 31, 1865 the very same day the the 13th Amendment was passed! At Camp Chase for example almost 50% of all Confederate deaths occured in 1865 alone. You name the Union prison and the death rates for 1865 are staggering. Of course there are more many reasons for the high death rates in 1865. But to cut back food which the retaliation act did was nothing more than murder in my opinion. And all of this appears to have been done to gather votes for the 13th Amendment. If this is correct than how hypocritical is Lincoln's 2nd inauguration a few weeks later when he states with charity to all and malice toward none! I have been waiting for someone else to point this out about the movie, but since no one has I thought I would.
