The "Supplement" will likely never be online unless it is paid access. It was only published between 1994 and 2001 by Broadfoot Publishing. I ran into some of the folks gathering material during that time period on one of my visits to the National Archives. I believe it is 90 years or so after publication that material becomes public domain.
