The States still have the same rights as they did in 1787.

One United States under the Articles of Confederation was replaced by another under a Constitution. We still have the right under Article 5 to reconstitute these United States. The only other choices are keep what we have now, or another revolution. When ballots don't count, when our politicians don't listen to the will of the people. When the Government is run by bureaucrats, donors, lobbyist, and political party leaders rather than the people of the country what are we supposed to do.

This was the problem that the Southern people felt they were facing in 1859-1860. They were faced with the only option they felt they had left, Secession. To form a new country which would better serve their needs.

"When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume among the powers of the
earth, the separate and equal station to which the Laws of Nature and of Nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes
which impel them to the separation."

Those words created one nation, They can recreate another. It doesn't mean War unless you have a King George the III, or an Abraham Lincoln in power.
