"The Senate had adopted a flag and the house has adopted a seal, but neither one, I think, will agree to the other's selection exactly as it had been made. The probability now is that the flag will be pure white, with the battle ensign as a union next the staff, and the seal will be George Washington on horseback with the motto Dis, patrumque exemple.
