Georgia Pension Question-August R. Churchill

Folks, a friend sent this message to me and we could use some help:

I could use some advice on Georgia Civil War pensions. One man, August R Churchill, joined the 36th Georgia Regiment in early 1861 and reenlisted in the 9th MS when his enlistment expired in December 1861 and served as a musician in the 9th most of the war. His Georgia service record cards show the Georgia Commissioner of Pensions asked the War Department about his service, but it only pertained to his service in the Georgia regiment. Did Georgia have a restriction that a man had to have served in a Georgia unit in order to qualify for a pension? Otherwise, I don't understand why his Mississippi service was not mentioned. I am more familiar with Texas Pensions and the Texas criteria was that any "honorable" Confederate service qualified, but the person had to have lived in Texas for 20 years before the pension law was enacted. Also, is information on Georgia pensions available on line some where? I looked in Fold3 but could not find anything there, although I admit my search was a quick "hit or miss" exercise.
