Who was to blame for reconstruction?

Ha ha ha Kevin Levin and his minons has a hard time believing the Federal Government was to blame for reconstruction. They focus on the plight of the freed slaves only and have this myth about the power of reconstructed States to run a political movement against "Republicans" via terrorism and racial segregation and Jim Crow laws. To mount such an effort the devastated Southearn States would have to have power, money, organization, and support. Since under reconstruction the Southern States were under military occupation and governed by Federally appointed officials where did this Southern power come from? The surviving ex-Conferderates, beatened, outlawed, outnumbered, without property, or means had no political power to wield. They are confusing post reconstruction effects with Reconstruction. When the yoke of reconstruction was removed, it would be different parties and motives that were really behind the racial seperation, killings and riots promoted by an ever going media throughout the country. The number of Northerners that flooded into the South to fill the power void, bribe the local authorities, strip the natural resources, take land, and make themselves rich off of the backs of the conquered is not well covered.
