He avoids the words secession or disunion, trying not to recognize the States legal actions already taken. He tap dances around it all by eluding to non-conforming people and evaporation of the Federal Government in South Carolina. His is building his theory that the Executive Branch of the Federal Government has no right to administer control or laws over and issue between the Federal Government and the State(s). It is the Legislative Branch who creates the Federal offices and officers within the States. Those officers answer to the Legislative and not the Executive. He is saying only the Legislative Branch has the right and correct power to solve issues between the Federal and State(s) or State(s) and States(s).
