It was not emancipation per se. Approx. 300,000 mercenaries from Germany and Ireland received $300 bounties plus the guarantee of citizenship. Both of which were unconstitutional and illegal. The master's or men who passed themselves off as slaveowners got to keep the $300 bounty and the black men were indentured to the USCT to be pioneers and sometimes cannon fodder, but they could not vote or serve in the ranks with white men. It was all a front to steal slaves from Confederate citizens.
