1. The Declaration is an acknowledgement and demand of State sovereignty.
2. There is no announcement of a supreme central government only that the States meet in a general Congress.
3. The Declaration does agree of a union of equal independent States.
4. The States voted that the Declaration must be unanimous to prevent the possibility of being forced to war against their fellow colonies. So every State agreed they were independent States.
