Baton Rouge Confederate Headstones in bad shape

Does anyone know rules or etc. in restoring crumbled headstones. So many (even not related to me) were in such bad shape that they could not be read. Surely the cemeteries would allow new headstones near the original? Some repair could be done. I saw a few of the crumble headstones installed or placed on concrete blocks with new confederate stones upright underneath. Not describing this too well. Any thoughts would be appreciated. I really want to honor the military service of my great grandfathers and great uncles (x3) and maybe even the wifes next to them.

It would be great to start a committee of sorts to start preserving and restoring the Confederate Headstones in the Baton Rouge Magnolia and St. Joseph's cemetery's. I would also include the Union soldiers too. I live in Arizona but there has to be away.
