It is also in James Richardson's "A Compilation of the Messages and Papers of the Confederacy, Including the Diplomatic Correspondence, 1861-1865, Vol. I" published in 1906. Richardson was a member of Congress who had compiled the multi-volume "Messages and Papers of the Presidents." He used the original materials that were archived with various U.S. government departments. He was also a Confederate veteran, having served as adjutant of the 45th Tennessee Infantry.
