You picked the Andersonville of the North. There might be something in the Official Records of the War of the Rebellion in which again General Ainsworth played a key role in. Let's look at the first POW's of the war and I'm referring to Fort Sumter in April of 1861. As far as I know no POW's were sent to POW Camps for one reason none had been established. Some of the soldiers taken at Fort Sumter would go on to become Confederate soldiers.

Certainly Camp Douglas was one of the earlier POW Camps for the North as was Camp Chase. I can't speak for Douglas but Camp Chase was run by the State of Ohio until Federal authorities took over in early 1862.

Places like Rock Island and Point Lookout were established in 1863.

General Hoffman the Commissary of Confederate Prisoners of war might reveal additional information although he himself had been taken prisoner in Texas in 1861.

If you can't find anything with Hoffman then I would suggest looking at the work of Secretary of War Stanton.
