The National Archives on Penn. Ave. in Washihgton, DC used to have a Microfilm reading room in which you could pull CSRs and copy from the machines.

There are many instances the printed copies are unreadable. If you can convince the reading room Clerk this is so, he will call for the original document to be pulled from the bowels of the building and have them brought up to the reading room.

The originals are contained in individual legal size envelopes. It may take a couple of hours to get the envelopes to the reading room where you can copy at your pleasure.

It's been a couple of years since I've last conducted such searches. Suggest you might give them a call to ascertain the latested procedures.

There are services that you can employ to provide these type services including this Forum.
