"Duck hit on the head."

I am looking for proof of the comment that President Lincoln referred to General Rosecrans as “stumbling around like a duck hit on the head.” At best I find John Hay referring to it as having been said by Charles Dana about a meeting he (Dana) had attended when Lincoln was supposed to have said it. At best, this seems to me much like the typical “he said that she said” comment. Does anyone know of a different reference to this comment? Did Lincoln actually say this or is it second or even third hand information? Thank you for any replies.
