Col. William Simkins

I am looking for information on Col. William Simkins, who as a young Artillery Lt. may have fired the first shot of the war, aimed at the Union ship Star of the West as it crept into the harbor of Charleston, S.C. I would also like to know if there exists a photograph of him.
