1919 Pension question

I have found that my great-great grandfather filed for a pension in 1919 and was granted it. My question for you that know is this, "Was 1919 the first year that they started giving the pension for the soldiers? I have found in our county probate office a book in which they signed for the money. I am also wondering why in 1919 he got $139.00 but it was several years later before he signed the book again (1921) and at that time he only received $39.00. How was the money decided? (How much they got each time)
The next question is how was the class determined? He was a Class B, I noticed they had Class A, Class B, Class C and Class C widows.
