Ann:
(1) Is the UDC chapter named now defunct? Contact the national UDC for contacts with the South Carolina UDC. http://www.hqudc.org/
(2) Get in touch with the Sons of Confederate Veterans in South Carolina about this issue. http://www.scscv.com/
(3) Get to know some of the members of this congregation. Do any of them have Confederate ancestors buried in the churchyard? What are their motives for getting rid of the Confederate memorial?
(4) Get in touch with the Episcopal Diocese to which this congregation belongs. In the Episcopal Church, the property of each individual congregation belongs to the Diocese, and not the individual congregation.
(5) Be sure the UDC has clear title to the plot of land in the cemetery. Get yourself a good South Carolina lawyer.
(6) Find someone in the South Carolina genealogy community and get them involved in this discussion. This cemetery and its momuments are subject to historical preservation interests.
I don't live in South Carolina, so can't help with names or contacts. I also have been monitoring this message board since its inception and am surprised at the lack of interest (i.e. relatively small number of queries posted) relative to South Carolina. Are South Carolinians that disinterested, or do they have other avenues and means of research and communication?
