I would start with the nearest Sons of Confederate Veterans (SCV) camp in the area.

Also, obtain through the service noted in the Red enclosed box above, his Compiled Service Record file, see below.

The SCV Camp should be able to complete the paper work necessary to obtain a Confederate marker from the Veterans Administration (VA)

Lewis M Coxetter, Pvt./Agt. Ord Dept. CSA, surrendered with MGen Sam Jones forces in Florida, at Tallahassee May 10, 1865, paroled at Tallahahassee, Florida May 18, 1865, his name appears on a Roll of non-commissioned officers and privates employed on extra duty at __________ during the month of ________, 186_, [none of the blanks in this form were filled in]

A War Department memo/letter, no recipient, April 12, 1935, notes:

The records show that Louis M. Coxetter, Agent, Ordnance Department, Confederate States Army, was surrendered by Major General Sam Jones, May 10, 1865, and paroled at Tallahassee, Florida, May 18, 1865.

No record of his appointment as such has been found.

The records also show that a man of that name was Captain of the Privateer "Jeff Davis" and his name appears many times in the "Official Record of the Union and Confederate Navies, and several times in the published record of the Union and Confederate Armies."
