Well Governor Pickens had a most interesting way of making some volunteers. He drafted them. One of the first if NOT the first state draft occured in South Carolina in 1861.

I found this interesting also because SC was the only state in the Union in 1860 NOT to allow its own citizens to vote in the Presidential election.
