I believe Zollicofer was first in the area.

East Tennessee often went begging for leadership. When Alabama troops arrived in Knoxville during the Spring of 1862, officers were astonished to find so much anti-Confederate sentiment openly expressed, and no one in charge of this vital region. Kirby Smith's appointment to command filled the immediate need.
