I help moderate this message board and I am now declaring that this thread topic as dead. This thread has drifted OFF TOPIC into quibbling and into the social and political issues that take away from the topic at hand and thd message board as a whole. I recommend it be taken to the "News and Views" message board.

Mr. Hoffman, I do recommend two academic suggestions for you. The first is a journal article "Massachusetts and the Recruitment of Southern Negroes, 1863-1865," Civil War History, vol. 14, no. 3 (SEPT 1968) and the second Article I, Section 2, Paragraph 3 of the U.S. Constitution.
