Confederate Adjutant and Inspector General's Recor

I am searching for information concerning my gt gt grandfather Richard E. Shelton. He served as an assistant surgeon with Carter's 1st Tenn. Cavalry Brgd. He enlisted in August 1861 and apparently received a commission as a lieutenant shortly afterward. He did received an unfavorable report in the Spring of 1863 and lost his commission. In 1864 he received his commission again with some back pay and served out the remiander of the war, apparently still with Carter's 1st Tennessee. In his military files I received from the National Archives there were cross references to Adjutant and Inspector General's orders which contained references to Richard Shelton. Can anyone tell me how to access these? I assume that they still exist since this was a National Archives cross referencing system from the early 20th century. Help!!!!
