You will have to order Federal records from the National Archives in Washington, D.C. and it will cost you $37.00 and about a six month wait. You can check with the Chattanooga Public Library (3rd Floor, Local History/Genealogy), the Eastern Tennessee Historical Society in Knoxville, and the Tennessee State Library and Archives in Nashville. However, I do not believe Federal records are on microfilm as Confederate records are. I hope this helps.
