Can someone define the term: "Independent Mounted Volunteers?"

I am looking specifically at Hamilton's (Shaw's) Cavalry Regiment. They were sworn into Confederate service on April 11, 1863, but records show they were active (locally) for several months prior. ( I had family with Hamilton as early as June 1862) According to muster roll cards they were "Independent Mounted Volunteers."
