I would think that such an offer would be published in one of the local East Tennessee papers and possibly in the SW Virginia area, such as Bristol, VA.

Depending on when these were offered you might check the Knoxville papers before 1863 when Brownlow reappeared.

I study the Athens Post and have that paper on microfilm but have limited my study to the 43rd Tenn.

The Cleveland Banner might be another East Tennessee source. However, they are not on microfilm. One might check with Barbara Fagen, Historian, at the Cleveland Public Library, TN for what's available.

Again, there is the Chattanooga papers and later in the war, the Chattanooga Rebel published in Georgia.

What papers on microfilm are catalogued at the Tennessee State Library and Archives, Nashville.
