Not " Assigned " to a Particular Company

I'd appreciate anyone's help on this. Several members of " Vaughn's East Tennessee Brigade " of Confederates are not assigned to a specfic "company." ( especially in the 60th regiment ) Why was that ? Seems I remember reading that usually designated " Blacksmith, Wagoner, or some other form of laborer." Were " conscripts " treated in this manner because of their unwillingness to volunteer ? Then late in the war there probably wasn't enough of them left to complete companies. Am I anywhere near correct ? Hope someone can help.
