East Tennessee in 1865

Hello writing a history of the 4th Michigan Infantry, any help would be welcomed on the question below.

In the spring of 65, right before the war ends in Virginia but after Hood's army has been neutralized in Tennesee, the reorganized 4th Michigan Infantry is sent by rail and by foot through eastern Tennessee, but I never really see a good reason WHY they are sent. This is shortly before they're sent to down to New Orleans and on to Texas. I have this part well covered in regards to New Orleans & Texas.

In a letter written by Major S.S. Parker dated Jan. 21, 1866 to the state Adjt. General,of Michigan. Parker mentions that they travel on March 21 from Hunstville, Ala. to Knoxville, Tenn. by train, and then onto a series of other towns, such as Strawberry Plains, New Market, Bull,s Gap, Rayton, Jonesboro. over the next couple of weeks.

What do you make of this? There is no mention of it in the ORs that I can find, and Parker only mentions the 4th Michigan, so there is no indication if the rest of their brigade also makes this trip. IT has to have a purpose, but I'm not sure what.
