A state legislature may elect to provide benefits to any group of citizens, as long as the courts don't object.

The Federal government provided benefits to veterans who served its purposes; governments of Southern states (including Kentucky, Missouri and Oklahoma) provided benefits to citizens who had rendered services to the Confederate government. Since 1865, all that's left of the Confederacy are the Southern states.
